Raj Bhavan sends show cause notice to its officer

ITANAGAR, Feb 08: In the fight of supremacy between the Raj Bhavan, Kalikho Pul and Nabam Tuki led Congress camps, an officer seems to be paying the ultimate price as show cause notice has been sent to the Deputy Secretary of the Raj Bhavan by his own office, a fall out of a note he sent to the Secretary Law, apparently without the knowledge of the Raj Bhavan Secretariat, seeking opinion on the role of Deputy Speaker performing the duties of Speaker when President’s Rule is in place in the state.

A notice has been issued to the Deputy Secretary as to “why despite the Secretary’s instruction to send a copy to Governor, he failed to do so and as to why the letter sent to Secretary (Law) was not approved by Raj Bhavan Secretariat or Governor” read a Raj Bhavan statement.

Raj Bhavan said decision to seek the opinion on the role of Deputy Speaker was sought after Deputy Speaker T N Thongdok wanted the intervention of the Raj Bhavan Secretariat asking for official vehicle along with pilot & driver which apparently, the Secretary (LA) & DS (MV) Legislative Assembly refused to provide on account of President Rule in the state. According to the Raj Bhavan Secretary, “Deputy Secretary had sent the letter to the Secretary Law without his approval or the Governor’s”.

“Despite clear direction in writing on the email that a copy should be sent to Governor for information, no copy was sent” he states.

The Raj Bhavan says that, following the refusal of the Legislative Assembly to provide cars, Thongdok sent an email on Feb 3 with a note on ‘Deputy Speaker performing functions of Speaker continuing in office when the proclamation under article 356 is operative in relation to Arunachal Pradesh’.

Apparently, the Governor came to know about the letter from Thongdok only through today’s newspaper, states the press statement. Losing no opportunity, Tuki led Congress had accused the Raj Bhavan of siding with rebel Congress to form a government in the state with BJP, following Deputy Secretary Raj Bhavan seeking an opinion of the Secretary Law based on a letter written by T N Thongdok, a rebel Congress member.

Secretary to Governor in his lengthy retort has dismissed the Tuki camp’s allegation stating that allegations are baseless, unfounded and mischievously put forward with ill intention.

There was no covert or overt attempt on the part of Raj Bhavan to favour any political party or person as the matter is already in Court, read a statement by the Secretary to the Governor.

Meanwhile, former Chief Minister's camp has said that in order to save his own skin, the Governor has vicitmised an officer by sending him a show cause notice.  

How can Raj Bhavan send a show cause notice to the same officer on whose affidavits the Supreme Court is hearing a case, asked  Geetartha Darshan Barua, spokesperson for former Chief Minister Nabam Tuki, speaking to this daily.

" Raj Bhavan could have restrained itself from sending the letter to the Secretary Law till the Supreme Court was done with its hearing. The fact that Governor's Secretariat sought the opinion of the Law Department on the role of the Deputy Speaker, even when case is in the SC amply implies that there is a nexus between the Governor J P Rajkhowa,  rebel Congress and BJP", he said.

Tuki led Congress has been quick in accusing Governor J P Rajkhowa of conspiring to help the dissident MLAs form a government with the support of BJP without waiting for a decision of the Supreme Court which is hearing petitions challenging imposition of President's rule in the state.

 

Rebel Congress says allegation wild and hypothetical

Meanwhile, reacting to the statement of the Nabam Tuki’s spokesperson, Pema Khandu said that the fear in the minds of former CM and his camp has found expression in wild and hypothetical allegation towards T. N Thongdok.

“The allegations leveled by former CM that the Deputy Speaker’s letter to the Governor reflects the nexus between the two is baseless and doesn’t stand any ground. Since the case is sub-judice, the Deputy Speaker has only sought queries on what can be done on the issue seeking legal directions” Pema added.

Pema Khandu from rebel Congress leaders’ camp clarified  that T N Thongdok had raised a query regarding the role of Deputy Speaker performing the role of Speaker with Raj Bhavan after the cars were denied to him by Assembly secretariat and that Speaker’s position cannot remain vacant even when there is President’s rule.

“The Deputy Speaker wrote to the Governor regarding the position of the Deputy Speaker during the pendency of President’s rule as the Speaker remains impeached and the office of Speaker cannot remain vacant. It must have been this letter which might have been sent by the office of the Governor to the law department for their views”.

 

 

 

SC continues hearing on Arunachal crisis

New Delhi, Feb 08: The Supreme Court today asked the Centre to provide the list of documents seized from offices of deposed Arunachal Pradesh Chief Minister Nabam Tuki and his cabinet colleagues after imposition of President's Rule in the state, as the Attorney General said most papers, running into lakhs of pages, may be "irrelevant and unrelated".

"The question of choice will emerge only after you give the whole list," a five-judge constitution bench headed by Justice J S Khehar said.

Attorney General Mukul Rohatgi, representing the Centre, referred to a fresh interim plea of Arunachal Pradesh government saying it would be difficult to give all documents to the petitioners (Tuki and other Congress leaders) in pursuance of the court order as there are thousands of files, having lakhs of pages and, moreover, most of them may be irrelevant and unrelated to this case.

The bench, also comprising Justices Dipak Misra, M B Lokur, P C Ghosh and N V Ramana, said, "We are not accepting your application as it is. You file a fresh one with the full list of the documents ..."

Meanwhile, the Supreme Court said Arunachal Pradesh Governor J P Rajkhowa cannot summon "at his whims" the state Assembly session after he decided to advance it by nearly a month to test the majority of the crisis-hit Congress-led Nabam Tuki government.      

"The Governor cannot summon the assembly session at his whims. The occasion has not arisen here(in Arunachal Pradesh) as we have been saying from the beginning. Here the situation was not so," a five-judge Constitution bench observed.

The court also said there was nothing wrong if a no-confidence motion is passed against the Tuki government, which faced a rebellion, in the state assembly when the Deputy Speaker was in charge of the House proceedings after removal of the Speaker.      

The court made the observations when during the hearing senior advocate Rakesh Dwivedi, appearing for some rebel Congress MLAs, reiterated his stand that the Governor was not barred from summoning the assembly session on his own, without the aid and advice of the Chief Minister and his council of ministers. "The only precondition is that there has to be some business to be transacted by the House and the Governor is not barred," he said. Once the House is in session, the Governor has no role to decide as to what business it should transact as it is then the duty of the assembly, the senior lawyer said.

"The general rule is that the constitutional powers should be construed liberally," he said, adding that the Governor has discretionary powers under special circumstances. The court, which is hearing a batch of pleas on certain powers of the Governor under the Constitution, would resume hearing tomorrow.            

The court had earlier questioned Rajkhowa's decision to advance the assembly session to December last year from this January, asking what difference would it have made if the sitting was held as originally scheduled. "What would be the change or difference if the assembly proceedings would have taken place on pre-scheduled January 14 instead of December 16," the bench had then asked.      

On the issue of Deputy Speaker, the bench today said, "If Deputy Speaker assumes office of the Speaker and is in charge of the House after the Speaker is removed and a group of MLAs stand up and move no-confidence motion against the government (and) it is passed, then what is wrong? I do not think there is anything wrong".    

"Prima facie, you (bench) may be right," senior advocate and jurist F S Nariman, appearing for Congress leaders, said. The bench, which also comprised Justices Dipak Misra, M B Lokur, P C Ghose and N V Ramana, also raised some procedural issues like whether such business (no confidence motion) has to be there in the list of business of the assembly. DC briefs officers on e- governance

ITANAGAR, Feb 08: A meeting was held  today in the chamber of the Deputy Commissioner Itanagar Capital Complex Sandeep Kumar Singh to review the procedure and guidelines of the working of the Jan Suvidha, an e- governance society that provides basic services like issuance of various certificates.  During the meeting, the DC discussed on issuance of certificates and revenue generation with the Administrative officers of Itanagar Capital Complex. The DC went through their record books and Office register to get a thorough idea on the system of working guidelines that is being followed till now. The meeting was basically held to chalk out a mechanism that would ensure transparency as well as faster delivery of services.

While discussing on the process of issuance of certificates, the DC enquired about the criterion required for the same to which the  EAC Jan Suvidha M Padung Doke  provided the various guidelines that are being followed.

After having a thorough discussion with the Administrative Officers, it was decided that Scheduled Tribe Certificate would be issued on the submission of the application duly verified by the respective Councilor or Panchayat leaders/ Gaon Bura along with the land allotment passbook (if living in an urban area).  

In case of children of Government servant, the application has to be invariably recommended by the HoD under whom the parents of the applicant is/ are employed. However, the STC of parents is mandatory.  

For Permanent Residence Certificate, land allotment passbook with STC would be required.  The Temporary Residence Certificate would be issued on the basis of ST certificate and for Non APST, a copy of Inner Line Permit is mandatory but the purpose for the same should be mentioned.  Income certificate would be issued to the applicants for academic as well as various pension schemes after proper verification. The Office of DC, ICC would issue permanent ILPs till a systematic approach is worked out for other Offices.

However, the office of the EAC Itanagar, Naharlagun and CO Banderdewa would continue to issue temporary ILPs. The DC further instructed the officers to maintain transparency and keep all records updated and to submit the revenue report every month.

He stressed that Jan Suvidha should work for the welfare of the people and there should not be delay in their services.

Four Arunachalee students gets National Merit Award

ITANAGAR, Feb 08:  Four Arunachalee meritorious students were given the Dr. Ambedkhar National Merit Awards Scheme for securing 10 CGPA in class X. Linikar Kamdak, Tarh Tado, Nuk Ngabin, and Miss Takam Kasumi were the four meritorious students whose achievements were recognised. All the awardees were students of Exalt Foundation School, Itanagar.  

The awardees were presented with citation and Rs 60000/(sixty thousand cash) at a glittering function held in Delhi on February 3 last by Minister of Social Justice & Empowerment Thaawar Chand Gehlot.  More than hundreds students were listed for National Merit Awards.  The merit award is an initiative of Dr. Ambedkhar Foundation under the Ministry of Social Justice & Empowerment, Government of India.

 

 

 

Mr Arunachal wins Mr India (Jr) title

ITANAGAR, Feb 08: Reigning Mr Arunachal Nishu Konia was crowned Mr. India title in junior section in the 6th National Body Building Championship held at Bhakti Ramadasu Kalashetram Khammam, Telangana from February 5 to 7.

Konia is the first Arunachalee to win national body building title in junior section.

There were around 311 competitors in the junior section, informed Arunachal Weightlifting Association.

The event which concluded on Sunday was too tough as winners of eight weight categories (60-65kg, 65-70-kg, 70-75-kg, 75-80kg, 80-85-kg, 85-90-kg, 90-95-kg & 95-100-kg) finally competed for the national honour, Arunachal Body Building Association president Abraham K Techi disclosed.  

This is a golden moment for the state as weightlifter Sambo Lapung clinched gold in South Asian Games and Konia emerged Mr Junior India the same day on Sunday, Abraham said. Konia was adjudged Mr Arunachal in state level bodybuilding championship in 2014 and 2015 besides emerging Eastern India Body Building Championship at Imphal to earn a gold medal for unique body display in 70-kg category.

Congratulating Konia for his feat, Abraham wished him to rise to greater height in future and added that the hidden talents of this Himalayan state are surfacing slowly but steadily to win laurels for the nation, Arunachal Pradesh in particular.

However, Abraham took a dig at the police department for its miserable failure in recognizing the talent of Konia.

The department should take a lesson from Indian defence and security forces which extend all possible support to such talents to win laurels for the nations. But, even after the ABBA media adviser had drawn the attention of the highest uniformed authority the department disgustingly turned a deaf year.

Meanwhile, sports & youth affairs secretary Dani Salu congratulated him for making the state proud by excelling at national level with his superb physique.

 

 

 

Grand chariot festival Poi-Leng begins

NAMSAI, Feb 08: The three-day grand chariot festival locally known as Poi-Leng started today at Namsai Poi-Leng Ground at the bank of Dihing river with participation of large number of people from all walks of life. The Poi-Leng celebration is being held in honour of Late Venerable Nyanapriyo Bhikkhu Mahathero of Port-Blair, Andaman who attained Nibbana (Nirvana) on January 8 this year.

The main attraction of the festival is the decorated golden swan designed chariot with 6 wheels constructed and built in 22 days by Venerable Sobhita Bhikkhu of Borpathar Buddhist Temple Karbi Anglong (Assam) with help from 10 other monks, novice and Kappiya (disciple) at the Bank of River Noa-Dihing. The 6 wheels on the chariot signify the quality of greatness of Dhamma of the late venerable one. The chariot has three layers, all items donated by various people are placed in the first layer and in the second layer the lifeless body of the venerable one and the third layer is shaped like a temple. The number of layers in the chariots can vary.

The lifeless mummified body of Late Venerable Nyanapriyo Bhikkhu Mahathero was preserved with great respect and honour for one month at Noa-Dihing in Nibbana (Nirvana) Kyong (Temple) at Namsai Poi-Leng Ground from January 9.

People in great number thronged the ground to witness the installation of mortal remains of Late Venerable Nyanapriyo Bhikkhu Mahathero to decorated chariot from Nibbana (Nirvana) Temple and to drag the chariot constructed temporarily to preserve the mummified body of the venerable one. The body of the venerable one will be kept in chariot for three days from today and people from all walks will have the opportunity to pull the decorated golden swan chariot.

The Poi-Leng is the celebration of the noble soul of Late Venerable Nyanapriyo Bhikkhu Mahathero who was 68 years.

The Poi-Leng Celebration Committee under the guidance of Venerable Abbot of Namsai Priyatti Sasana Buddha Vihara Venerable B. Aggadhamma Mahathero has ensured all effort to make the Poi-Leng celebration a successful event.

 

 

 

Pakke Tiger Reserve conducts weapon training program

ITANAGAR, Feb 08: The weapon training program of Pakke Tiger Reserve was conducted on the banks of the Kameng River at Bhalukpong on the Feb 7.

Of the 86 staff that took part in training, 28 had not used a weapon before. Participants were first taught about the different parts of the guns, how to hold weapons and given basic training in fire-arms. The participants were also given gun cleaning kits and were shown proper gun maintenance.

With 12 points, the first prize went to Tangru Miji, member of the Special Tiger Protection Force. Tape Khunjuju, beat guard of Tippi Wildlife Range bagged the second prize and Regon Gollo, beat guard of Seijosa Wildlife Range won the third prize.

“On attending the meeting, many public leaders and members were surprised to know about the staff strength of Pakke Tiger Reserve”, said Kime Rambia, the Range Forest Officer of Tippi Wildlife Range who led the organisation of this training program.  “This type of training really goes a very long way to keep my staff motivated and is one of the best morale boosting exercises we can have”, said Tana Tapi, the Divisional Forest Officer of Pakke Tiger Reserve.

This program was organized by the Forest Department of Pakke Tiger Reserve and was supported by Wildlife Conservation Trust, a partner that has been providing logistic support to the department for many years now.

State ready for de-worming prog

ITANAGAR, Feb 08: Arunachal Pradesh is all prepared for the February 10 'National De-worming Day' - a programme launched by the Union Ministry of Health and Family Welfare to treat children with parasite worms.

Seminar and workshops are being conducted by the authorities concerned at state, district, and even at block levels for the officials, Anganwadi Workers, helpers and all the stakeholders to be involved during the campaign for meaningful implementation the de-worming programme.

A sensitization programme was conducted at the Seminar Hall of Tomo Riba State Hospital, Naharlagun today wherein representatives from various health centres, education department, ICDS and NGOs attended the training.

Dr. Kenyi Ete, Deputy Medical Superintendent, TRSH, spoke in details about NDD -- a groundbreaking initiative of the government focused on reducing the threat of parasitic infestation which is a widespread health issue affecting children in India.

The salient features of the programme including preparation and submission of reports were also elaborated in the training.

Dr. K. Ete urged all involved in the programme to contribute to the success of the same.

Another official report from Roing informed that a day-long training was organized for the Accredited Social Health Activists (ASHAs), nodal teachers of schools and Anganwadi Workers under Roing Block at Anchal Samiti Hall Roing today.

National De-Worming Day will be observed in all the 36 states of the country in which children of 1-19 years will be given de-worming tablets, informed Dr R Mena, DRCHO.

The de-worming pill will be administered in schools and Anganwadi centres. It will be followed by mop-up round on February 15 to cover the left out children, added Dr Mena.

Tablets will be administered under the supervision of trained personnel, said Dr. Mene. Though there was no report of any adverse effect of the de-worming pill it should be informed to the nearest health centre immediately if there is any adverse effect, Dr. Meme said.

In a Kurung Kumey District level coordination committee meeting held on Feb 3, DRCHO Dr Nani Tanyo made a presentation about national Deworming Day to be launched at all schools & Anganwadi centers across the district on Feb 10.

Incharge DC emphasised on full cooperation of all departments for smooth and successful completion of the national programme.

Sensitization training pertaining to the day, for all nodal teachers, M.O, ANM, AWW, and ASHAs were conducted at Sangram, Nyapin Sarli and Koloriang led by Dr Nani Tanyo, DRCHO along with DPMSU staffs.

 

 

 

 

Losar greetings

ITANAGAR, Feb 08: Governor of Arunachal Pradesh JP Rajkhowa has greeted the people of Arunachal Pradesh on the festive occasion of Losar.

In his festival message for Losar, which marks the beginning of the Buddhist New Year, the Governor wished that the occasion brings tranquility and contentment in the society. He expressed hope that the Fire-Simian year will herald a new year full of dharma, transformation and taking good care of all human being.

MLA Pema Khandu has wished the people on the auspicious occasion of Losar 2016 – the New Year of 2143 Fire Monkey year of Lunar Calendar. “As we stand on the threshold of a New Year, it’s time for us to bid a joyful adieu to the past and embark on new voyage in time towards new vistas with new hopes, new aspirations and renewed promises” he said in a release.

It’s the time when we relive our centuries old culture and tradition deeply rooted to Buddhist ideas and belief. It’s the time when the younger generations learn the ethical customs associated with Losar from the elders. Award for Sangey Dondu

ITANAGAR, Feb 08: Arunachalee youth Sangey Dondu of Tawang won the maiden National Youth Leadership Award 2016, instituted by the National Youth Project (NYP), an voluntary organisation set up by Dr S N Subba Rao in 1972.

Dr Rao gave away the award to Dondu at Gurgaon-based Kamrah Institute of Information Technology (KIIT).

Meanwhile, Arunachal Pradesh, Jhansi (Uttar Pradesh), Culicat (Kerala) and Alipurduar (West Bengal) branches were awarded for being best training provider.

 

 

Don’t harass innocent public: ACS

ITANAGAR, Feb 08: Arunachal Civil Society (ACS) has appealed to the Governor of Arunachal Pradesh to give necessary instructions to all the concern officers not to harass innocent public in the name of checking.

In a press statement, ACS stated that innocent public, who have no any link with politicians or underground elements, are being harassed in the name of checking at various points.

“It (checking) is a good initiative. But at the same time, innocent people have become victim of it,” the ACS said, and appealed to the Governor to ensure that no common and innocent public are harassed unnecessarily.

 

 

 

Three ambulances flagged off

ITANAGAR, Feb 08: Three Ambulances have been donated by National Project Construction Corporation (NPCC) under corporate social responsibility (CSR) scheme, to the government of Arunachal Pradesh, under the personal Initiative of Union Minister of State for Home Affairs Kiren Rijiju with an aim to deliver medical emergency service in the remote part of the state with utmost priority. The ambulance vehicles are earmarked for Kurung Kumey, West Siang and East Kameng to be used  against PHC Sarli, Mechukha and Chayang Tajo CHCs.

While flagging off the Ambulance, Commissioner (H&FW) Bolung Siram hoped that the ambulance will be used fruitfully for critically ill patients, complicated pregnancies and other medical emergency.  He further said that Ambulance should be taken over by the concerned DMOs and immediately placed under the designated health centres.

Among those who attended the event include, NHM Mission Director P.N Thungon and representative of NPCC.

 

 

 

Transfer of CS demanded

ITANAGAR, Feb 08: Jan Andolan Committee (JAC) of Bharatiya Janata Party (BJP), Arunachal Pradesh demanded immediate transfer of Chief Secretary Ramesh Negi.

Addressing the media persons at a Press Meet here today, JAC BJP Chairman Tame Phassang alleged that Negi worked hand in gloves with Tuki led Congress Government, against which there have been corruption charges.

Phassang further alleged that major financial irregularities were reported during Negi’s tenure as Commissioner, Finance.

The JACBJP chairman informed that a memoranduam was submitted to Prime Minister of India urging him for immediate transfer of the Chief Secretary.

The JAC also raised the issue of delay in promotion in Police Department, particularly among lower ranked officers.

Phassang said that many of police officers eligible for promotion are stagnating in the same post held by them for more than 20 years, in some cases.

Phassang claimed that law and order situation, attendance in offices and work culture among the government employees have also drastically improved after the imposition of President’s Rule.

 

 

Socio-educational programme

ITANAGAR, Feb 08: Nabam Welfare Society (NWS) and Nabam Youth Association (NYA) jointly organized a socio-educational awareness programme and interactive session with the members of Nabam family at Leporiang under Sagalee administrative division on February 5 and 6.

Nabam family members from various circles and districts attended the programme enthusiastically.

Dr. Joram Yalam Nabam, Professor, RGU, spoke on the importance of maintaining strong family relationship, cohesion for a better and developed society. She also urged the members to fight against ‘injustice’ prevailing in our state.

Participating in the discussions, Dr. Nabam Tadar Rikham gave emphasis on  education and appealed to the parents and guardians to change their mindsets for making their school going children a responsible citizen.

While highlighting the various issues confronting the Nabam family, Nabam Tagi, Secretary Nabam, NWS appealed to member of the Nabam family to shun all petty differences and march together with commitment and hard work for a better future.

Nabam Epo, Chairman of the Society stressed the need of maintaining unity and peace among the members of the society. He also urged the members to work for the greater interest of the society.

Consumer awareness campaign

PASIGHAT, Feb 08: The team of officials from Department Legal Metrology & Consumer Affairs (LMCA), East Siang district today organized a day-long awareness campaign at Pasighat market to educate the traders, shopkeepers and consumers about their duties, rights and various provisions under Consumer Protection Act.

Assistant Controller Legal Metrology and Consumer Affairs, KP Tago said that it becomes very difficult for common consumer to choose the best product among similar such products/items available in the market.

Stating that his department has been conducting awareness camp at different places of East Siang and Upper Siang districts for growing awareness among the consumers, Tago urged the consumers to check the date of manufacture, expiry, weight etc disclosed on the label of packaged commodity by the manufacturer before buying any consumer item.

The Legal Metrology team further educated the public on certification trade marks, such as ISI, Agmark, Hallmark, ISO, GMP etc. and urged the consumers to examine the standards of articles at the time of purchasing.

They also made them alert on food adulteration, amount of nutrient contents in food products, use of non-standard weights or measures and misleading advertisement through exhibition and demonstration.

The department already conducted Consumer Awareness camp at Rani, Ruksin, Sille under East Siang district and is planning to organize more such camp in the district next month.  

 

 

 

CM’s Trophy kicks off today

ITANAGAR, Feb 08: Preparation is almost complete for the third state level Chief Minister’s football and volleyball competitions for the third State Level  tournaments.

Work was going on in full swing to give finishing touch to the playground under the close supervision of working president-cum-Secretary (SYA) Dani Salu and Organizing Secretary-cum-Director of Sports Tadar Appa.

The State level competition would be inaugurated by BD Sharma, Advisor to Governor of Arunachal Pradesh tomorrow at Sangay Lhaden Sports Complex, Chimpu. The competition will continue till February 20.

Around 1250 sportspersons (Men & Women), including officials from 21 districts and Capital Complex are taking part in the sports extravaganza.  

Conducted by the Directorate of Sports in collaboration with District Administration, the CM’s Trophy is annually held in three stages --Constituency, District and finally State levels. It is a flagship programme under the CM’s Youth Development programme.

The winners at constituency level take part in district level and the winners at district level further take part in State level competition.

 

 

 

Health camp

ITANAGAR, Feb 08: Over thousand patients suffering from various ailments were treated by a team of doctors from RK Mission Hospital during health camps organized by ICAR-National Research Centre on Yak along with Thembang Multipurpose Cooperative Society at Salari, Thembang, Dirang from February 1 to 3.

As a follow up action, ICAR-NRC on Yak has assured to provide power glasses free of cost to the eye patients treated during the camp.

The programme was launched with an inaugural ceremony which was attended by D. Riba, ADC, Dirang, Dr. SM. Deb, Director, ICAR-NRC on Yak, Jam Tsering, ZPM, Thembang Circle, among others.

 

 

 

Clean Arunachal Campaign

SEPPA Feb 08: A series of social services were conducted under Clean Arunachal campaign with theme “My city my pride” at various locations of Seppa Township.

Cleanliness drive was carried out at Dokum Colony, Type IV colony, Kameng Tampa, Shantipur and Abo Tani colony under the initiative of Department of UD & Housing, Seppa division yesterday wherein all sector officers, colony dwellers, various NGOs, officers and officials from various departments, actively participated.

Earlier on February 5, social services were conducted in the office premises of the Deputy Director, Industries and DIPRO, Seppa.

N. Doka, ADI cum DIPRO i/c and staffs of these two departments who participated in the social service, also pledged to continue this endeavor with same zeal and enthusiasm.

Similar activities were also conducted at Boso Colony on February six.

 

 

 

Rahul Singh joins as ADC

PASIGHAT, Feb 08: Rahul Singh, an IAS officer of 2013 batch, has joined as the new Additional Deputy Commissioner (ADC) of Pasighat after transfer of Deepak Shinde to East Kameng as Deputy Commissioner.

Meanwhile, in a message to the people, Singh said that he will give priority on implementation of all development works and ensures transparent and clean administration. He also assure to personally monitor all the development works assigned to  him. DIPRO

 

 

 

Rapid blood test

ITANAGAR, Feb 08: Rapid blood test camp was conducted by R K Mossang Memorial Society, a local NGO at Changlang.  During the camp, counseling was conducted as part of society’s Targeted Intervention Project on Female Sex Workers and Injecting Drug Users and Migrant population of Changlang.

 

 

 

ALSDSU draws attention to land encroachment

ITANAGAR, Feb 08: The All Lower Subansiri District Students Union (ALSDSU) today had drawn the Governor’s attention towards unabated land encroachment of government quarter premises including Advance Landing Ground (ALG) at Ziro claiming that menace is alarmingly increasing every day.

In a representation to the Raj Bhavan, ALSDSU claimed that land encroachers are surprisingly government employees who have constructed RCC/MIBT and OBT structures along government quarters. Union further informed that on several occasions, it has brought the matter to concerned Deputy Commissioner for removal and eviction of the structures.

 

 

 

Educational awareness programme

ITANAGAR, Feb 08: An educational awareness programme was conducted by a team of Nyishi Students’ Union, Rajiv Gandhi University (NSURGU) at Seppa Govt. Higher Secondary, School recently.

The programme focused mainly on the importance of quality education, career counseling/management and conservation of biodiversity and role of media in Arunachal Pradesh etc.

Students were given valuable examination study and writing tips by the toppers of various dept of RGU.

Quiz and essay competition were also held conducted among the students.

The program witnessed mass participation of students from Govt. College, Seppa and various other schools of the town.

The program was also attended by the members of Women Welfare Organization, Seppa and AEKSU members.

 

 

 

Weaving, Cane & Bamboo crafts training

ITANAGAR, Feb 08: The short term training course on “Weaving and Cane & Bamboo Crafts under Border Area Development Programme (BADP)” in respect of Indo-China Bordering Block begins today at Nafra.

Deputy Commissioner, West Kameng A K Singh while addressing participants suggested the participants to actively participate in the training for up-gradation of skill and  to create new finished products of artistic  tribal textiles with the help of expert and experienced  Master Craftsmen and Designer invited from  Development Commissioner (Handicraft), NER.

He added that the Department of Cooperation is making their effort for the benefit of the unemployed youth for sustainable development in Weaving and Cane & Bamboo craft based on tribal motif. He assured to give Govt. subsidy / loan to those trainees who has successfully completed for further diversification of activities.

ZPM, Nafra Miali Sangchoju, requested continuance support and follow up action of such training programme on regular basis to develop the manpower as well self employment generation.

He also requested to the Experts/Designer for quality training and proper guidance and also appealed the trainees to put their sincere effort.

Earlier, the Dy. Registrar of Cooperative Societies Kenbi Riba, who is also the Programme Organiser, spoke at the event.

Former MLA Rinchin Kharu Rijiju, Ex-MLA and Chairman, District Cooperative Union Niri Chongrowju, were among those who attended the inaugural function.

Don’t turn glacier into death field

The death of ten soldiers in an avalanche at Siachen has come as big shock. The tragedy has once again put spotlight on Siachen, which is considered the highest battlefield in this world. One junior commissioned officer (JCO) and nine jawans of the Army's 19 Madras Regiment died after they got trapped inside avalanche. The incident took place on 3rd of this month. Siachen is the world's highest active battlefield, contested by India and Pakistan since 1984 when India launched Operation Meghdoot. In April 1984, the Indian Army moved in to pre-empt a move by the Pakistan Army to occupy the glacier. Indian Army currently occupies the full Siachen glacier, while Pakistani forces are deployed at the lower heights of Saltoro ridge.

Since occupying the area Indian army has lost more number of personnel to weather related incident. With this latest incident, there are questions being raised over stationing of soldiers in such inhospitable area. Some people are even suggesting for withdrawal of troops. However government of India led by Defence Minister Manohar Parrikar has dissmissed suggestions for withdrawal of troops from Siachen. India is worried that if they leave heights of Siachen, Pakistan might occupy it. Such situation will give advantage to the Pakistan. Therefore in all probability India will not vacate the posts. But in the long run, the two countries will have to find a solution. Both India and Pakistan spends huge money in manning their respective posts. Finding lasting solution to vexed Indo-Pak issue might take years but at least they should explore the possibilities of finding some solution on Siachen. The two countries should not turn beautiful glacier into death field.

Sudhir Tailang will continue to reside in the hearts

Dear Editor,

The highly respected cartoonist Sudhir Tailang is no more. His cartoons were not only highly enjoyable, but very thought-provoking as well. 

I vividly remember a cartoon, which he had created on July 2012, after the much-hyped discovery of the God particle. It was indeed the Kohinoor of all. The destitute, while searching for food in a garbage vat akin to dogs and rats, asks “Did you find the God Particle? I’m very hungry brother”! 

The cartoon should act as an eye-opener for those who try to judge the progress or modernity of the society through scientific achievements only; the plight of the hungry millions being consigned to oblivion. That the destiny of the starved stomachs will not change a bit despite the much-hyped discovery of God Particle had been brilliantly illustrated by Tailang. Scientific research is good, but eradicating hunger and malnutrition from the society should remain our greatest concern. 

Through this column, let me salute the great humanitarian in Tailang. He might have physically left this mortal world, but Sudhir Tailang will continue to reside in the hearts of those who strive for equality of all.

Reckless driving

Dear Editor, 

Through the column of your esteemed daily, I wish to draw the attention of traffic police and the general public of Pasighat with regard to the reckless driving of heavy motor vehicles, loaded vehicles and most importantly passenger carrying vehicles.

To begin with, the drivers of these vehicles are reckless, negligent and men of violent passion. These errant drivers have no regard for the traffic rules. Over speeding, overtaking from wrong side, rush driving have become a fashion for them. In fact, a few days back, I narrowly escaped death while I was on my way to Pasighat from Ruksin when a Winger came out of nowhere and almost hit my scooter. At that point, the passengers inside the vehicle could have lost their lives too. After having witnessed such sobering incidents, not once but a couple of times, I reckon the people in Pasighat would pay heavy prices due to road accidents, caused by reckless drivers.

Apparently, traffic rules and regulation do exist in the town but the drivers pay no heed. Despite the implementation of traffic rules, no substantive change has been witnessed so far. Therefore, it is high time that serious actions are taken to put an end to the reckless driving of vehicles so that the lives of the citizens are not endangered.

Current path of economic and industrialdevelopment needs corrective transformation

Dear Editor,

GOD desires every human in the planet to have adequate, equal and universal access to at least vital material resources like natural healthy air, water and food items and strictly leaving aside artificial chemical contaminated ones and that’s why such a magnificent Mother Nature is created.

Chemically polluted and contaminated air, water and food items has become the biggest single reason affecting human health globally besides afflictions due to microbiological agents and others. It’s also a matter of truth that, appropriate consumption of God gifted natural fresh air,  water and varied food items do tremendously prevent and heal afflictions due to microbiological agents and others since the God created these wonderful healing things to keep human and other beings healthy and joyous in the Creation. The humanity may have developed numerous healing techniques like modern medicine, yoga & others, but until and unless the causes of afflictions are exterminated from the root, the sufferings will continue to haunt the mankind for long.  

The task of earning and providing natural fresh air, water and food items may sound easy and mundane but that remains the biggest challenge of humanity to attract highest attention worldwide.

The fundamental thoughts, planning and activities of every human, national governments across the world, the United Nations Organization and other global organizations should focus to achieve that fundamental goal first in this world.

The fundamental goal of humanity to earn and provide natural fresh air, water and food items can be universally achieved only by proactive participation of every human and all national as well as global institutions.

Every human need to resolve and take out some precious time to cultivate a kitchen garden or farmland without use of any artificial chemical manure, pesticide, weedicide for healthy consumption.

Then, the national governments across the world, the United Nations and other global organizations need to urgently sit down and work out appropriate policy decisions to transform from artificial chemical dependent agriculture towards natural organic- artificial chemical free farming techniques globally. The land, water bodies, air quality will be tremendously rejuvenated with the infusion of organic farming worldwide.

Then, the natural forest ecosystem has the greatest reserve of natural healthy air, water and diverse food items. The Mother Nature and her system and entities need utmost sacred conservation and sustainable extraction of the healthy and priceless gifts.

Economy driven by rampant and uncontrolled industrialisation to earn higher and higher Gross Domestic Product, Economic Growth Rate, National Income, Employments, Gold & Precious Ornamental Reserve, Cash Reserve, etc by governments and individuals all around the world carries no meaning and becomes self defeating when pursuit for such goals compel,  inflict and kill the humanity by forced consumption of the dangerous poisons; the artificial chemically polluted and contaminated air, water and food items. The current path of economic and industrial development needs a deep rethinking and corrective transformation and reorganization for health and well being of the mankind.

The topmost fundamental goal of an individual, family, national governments, international organizations, the humanity as whole invariably remains common; to live healthy and live long in this single life.

A collective and comprehensive global approach to earn and distribute natural healthy air, water and food items shall infallibly and invariably enable the humanity to live healthy, long and joyous in this world.

A legitimate demand

Dear Editor,

Demand for termination of all Adhoc, Officiating officers is a genuine one, because these officers enjoys same pay scale and others parks as regular employees, depriving the genuine to be promoted candidates. When there are officials in queue for promotions then why these temporary arrangements?

On the other hand Department of Rural Development is the most irregular in this case. No fixed promotional scopes for PA’s, EO(Cr)’s, Jt. BDO’s, BDO’s, EO(RE) and walk-in-interview for the posts of APO (Agri), APO (Cr) which is regularized without written interview and no surprising these are gazetted posts, whose selections should have been done through APPSC.
