Raj Bhavan sends show cause notice to its officer
ITANAGAR, Feb 08: In the fight of supremacy between the Raj Bhavan, Kalikho Pul and Nabam Tuki led Congress camps, an officer seems to be paying the ultimate price as show cause notice has been sent to the Deputy Secretary of the Raj Bhavan by his own office, a fall out of a note he sent to the Secretary Law, apparently without the knowledge of the Raj Bhavan Secretariat, seeking opinion on the role of Deputy Speaker performing the duties of Speaker when President’s Rule is in place in the state.
A notice has been issued to the Deputy Secretary as to “why despite the Secretary’s instruction to send a copy to Governor, he failed to do so and as to why the letter sent to Secretary (Law) was not approved by Raj Bhavan Secretariat or Governor” read a Raj Bhavan statement.
Raj Bhavan said decision to seek the opinion on the role of Deputy Speaker was sought after Deputy Speaker T N Thongdok wanted the intervention of the Raj Bhavan Secretariat asking for official vehicle along with pilot & driver which apparently, the Secretary (LA) & DS (MV) Legislative Assembly refused to provide on account of President Rule in the state. According to the Raj Bhavan Secretary, “Deputy Secretary had sent the letter to the Secretary Law without his approval or the Governor’s”.
“Despite clear direction in writing on the email that a copy should be sent to Governor for information, no copy was sent” he states.
The Raj Bhavan says that, following the refusal of the Legislative Assembly to provide cars, Thongdok sent an email on Feb 3 with a note on ‘Deputy Speaker performing functions of Speaker continuing in office when the proclamation under article 356 is operative in relation to Arunachal Pradesh’.
Apparently, the Governor came to know about the letter from Thongdok only through today’s newspaper, states the press statement. Losing no opportunity, Tuki led Congress had accused the Raj Bhavan of siding with rebel Congress to form a government in the state with BJP, following Deputy Secretary Raj Bhavan seeking an opinion of the Secretary Law based on a letter written by T N Thongdok, a rebel Congress member.
Secretary to Governor in his lengthy retort has dismissed the Tuki camp’s allegation stating that allegations are baseless, unfounded and mischievously put forward with ill intention.
There was no covert or overt attempt on the part of Raj Bhavan to favour any political party or person as the matter is already in Court, read a statement by the Secretary to the Governor.

Meanwhile, former Chief Minister's camp has said that in order to save his own skin, the Governor has vicitmised an officer by sending him a show cause notice.
How can Raj Bhavan send a show cause notice to the same officer on whose affidavits the Supreme Court is hearing a case, asked Geetartha Darshan Barua, spokesperson for former Chief Minister Nabam Tuki, speaking to this daily.
" Raj Bhavan could have restrained itself from sending the letter to the Secretary Law till the Supreme Court was done with its hearing. The fact that Governor's Secretariat sought the opinion of the Law Department on the role of the Deputy Speaker, even when case is in the SC amply implies that there is a nexus between the Governor J P Rajkhowa, rebel Congress and BJP", he said.
Tuki led Congress has been quick in accusing Governor J P Rajkhowa of conspiring to help the dissident MLAs form a government with the support of BJP without waiting for a decision of the Supreme Court which is hearing petitions challenging imposition of President's rule in the state.

“The Deputy Speaker wrote to the Governor regarding the position of the Deputy Speaker during the pendency of President’s rule as the Speaker remains impeached and the office of Speaker cannot remain vacant. It must have been this letter which might have been sent by the office of the Governor to the law department for their views”.

While discussing on the process of issuance of certificates, the DC enquired about the criterion required for the same to which the EAC Jan Suvidha M Padung Doke provided the various guidelines that are being followed.
After having a thorough discussion with the Administrative Officers, it was decided that Scheduled Tribe Certificate would be issued on the submission of the application duly verified by the respective Councilor or Panchayat leaders/ Gaon Bura along with the land allotment passbook (if living in an urban area).
In case of children of Government servant, the application has to be invariably recommended by the HoD under whom the parents of the applicant is/ are employed. However, the STC of parents is mandatory.
For Permanent Residence Certificate, land allotment passbook with STC would be required. The Temporary Residence Certificate would be issued on the basis of ST certificate and for Non APST, a copy of Inner Line Permit is mandatory but the purpose for the same should be mentioned. Income certificate would be issued to the applicants for academic as well as various pension schemes after proper verification. The Office of DC, ICC would issue permanent ILPs till a systematic approach is worked out for other Offices.
However, the office of the EAC Itanagar, Naharlagun and CO Banderdewa would continue to issue temporary ILPs. The DC further instructed the officers to maintain transparency and keep all records updated and to submit the revenue report every month.

Four Arunachalee students gets National Merit Award
ITANAGAR, Feb 08: Four Arunachalee meritorious students were given the Dr. Ambedkhar National Merit Awards Scheme for securing 10 CGPA in class X. Linikar Kamdak, Tarh Tado, Nuk Ngabin, and Miss Takam Kasumi were the four meritorious students whose achievements were recognised. All the awardees were students of Exalt Foundation School, Itanagar.

ITANAGAR, Feb 08: Arunachal Civil Society (ACS) has appealed to the Governor of Arunachal Pradesh to give necessary instructions to all the concern officers not to harass innocent public in the name of checking.
In a press statement, ACS stated that innocent public, who have no any link with politicians or underground elements, are being harassed in the name of checking at various points.
“It (checking) is a good initiative. But at the same time, innocent people have become victim of it,” the ACS said, and appealed to the Governor to ensure that no common and innocent public are harassed unnecessarily.
Three ambulances flagged off
ITANAGAR, Feb 08: Three Ambulances have been donated by National Project Construction Corporation (NPCC) under corporate social responsibility (CSR) scheme, to the government of Arunachal Pradesh, under the personal Initiative of Union Minister of State for Home Affairs Kiren Rijiju with an aim to deliver medical emergency service in the remote part of the state with utmost priority. The ambulance vehicles are earmarked for Kurung Kumey, West Siang and East Kameng to be used against PHC Sarli, Mechukha and Chayang Tajo CHCs.
While flagging off the Ambulance, Commissioner (H&FW) Bolung Siram hoped that the ambulance will be used fruitfully for critically ill patients, complicated pregnancies and other medical emergency. He further said that Ambulance should be taken over by the concerned DMOs and immediately placed under the designated health centres.

Transfer of CS demanded
ITANAGAR, Feb 08: Jan Andolan Committee (JAC) of Bharatiya Janata Party (BJP), Arunachal Pradesh demanded immediate transfer of Chief Secretary Ramesh Negi.
Addressing the media persons at a Press Meet here today, JAC BJP Chairman Tame Phassang alleged that Negi worked hand in gloves with Tuki led Congress Government, against which there have been corruption charges.
Phassang further alleged that major financial irregularities were reported during Negi’s tenure as Commissioner, Finance.
The JACBJP chairman informed that a memoranduam was submitted to Prime Minister of India urging him for immediate transfer of the Chief Secretary.
The JAC also raised the issue of delay in promotion in Police Department, particularly among lower ranked officers.
Phassang said that many of police officers eligible for promotion are stagnating in the same post held by them for more than 20 years, in some cases.

ITANAGAR, Feb 08: The All Lower Subansiri District Students Union (ALSDSU) today had drawn the Governor’s attention towards unabated land encroachment of government quarter premises including Advance Landing Ground (ALG) at Ziro claiming that menace is alarmingly increasing every day.

The death of ten soldiers in an avalanche at Siachen has come as big shock. The tragedy
has once again put spotlight on Siachen, which is considered the highest battlefield
in this world. One junior commissioned officer (JCO) and nine jawans of the Army's
19 Madras Regiment died after they got trapped inside avalanche. The incident took
place on 3rd of this month. Siachen is the world's highest active battlefield, contested
by India and Pakistan since 1984 when India launched Operation Meghdoot. In April

stationing of soldiers in such inhospitable area. Some people are even suggesting
for withdrawal of troops. However government of India led by Defence Minister Manohar
Parrikar has dissmissed suggestions for withdrawal of troops from Siachen. India
is worried that if they leave heights of Siachen, Pakistan might occupy it. Such
situation will give advantage to the Pakistan. Therefore in all probability India
will not vacate the posts. But in the long run, the two countries will have to find
a solution. Both India and Pakistan spends huge money in manning their respective

Reckless driving
Dear Editor,
Through the column of your esteemed daily, I wish to draw the attention of traffic police and the general public of Pasighat with regard to the reckless driving of heavy motor vehicles, loaded vehicles and most importantly passenger carrying vehicles.
To begin with, the drivers of these vehicles are reckless, negligent and men of violent passion. These errant drivers have no regard for the traffic rules. Over speeding, overtaking from wrong side, rush driving have become a fashion for them. In fact, a few days back, I narrowly escaped death while I was on my way to Pasighat from Ruksin when a Winger came out of nowhere and almost hit my scooter. At that point, the passengers inside the vehicle could have lost their lives too. After having witnessed such sobering incidents, not once but a couple of times, I reckon the people in Pasighat would pay heavy prices due to road accidents, caused by reckless drivers.
Apparently, traffic rules and regulation do exist in the town but the drivers pay no heed. Despite the implementation of traffic rules, no substantive change has been witnessed so far. Therefore, it is high time that serious actions are taken to put an end to the reckless driving of vehicles so that the lives of the citizens are not endangered.

Current path of economic and industrialdevelopment needs corrective transformation
Dear Editor,
GOD desires every human in the planet to have adequate, equal and universal access to at least vital material resources like natural healthy air, water and food items and strictly leaving aside artificial chemical contaminated ones and that’s why such a magnificent Mother Nature is created.
Chemically polluted and contaminated air, water and food items has become the biggest single reason affecting human health globally besides afflictions due to microbiological agents and others. It’s also a matter of truth that, appropriate consumption of God gifted natural fresh air, water and varied food items do tremendously prevent and heal afflictions due to microbiological agents and others since the God created these wonderful healing things to keep human and other beings healthy and joyous in the Creation. The humanity may have developed numerous healing techniques like modern medicine, yoga & others, but until and unless the causes of afflictions are exterminated from the root, the sufferings will continue to haunt the mankind for long.
The task of earning and providing natural fresh air, water and food items may sound easy and mundane but that remains the biggest challenge of humanity to attract highest attention worldwide.
The fundamental thoughts, planning and activities of every human, national governments across the world, the United Nations Organization and other global organizations should focus to achieve that fundamental goal first in this world.
The fundamental goal of humanity to earn and provide natural fresh air, water and food items can be universally achieved only by proactive participation of every human and all national as well as global institutions.
Every human need to resolve and take out some precious time to cultivate a kitchen garden or farmland without use of any artificial chemical manure, pesticide, weedicide for healthy consumption.
Then, the national governments across the world, the United Nations and other global
organizations need to urgently sit down and work out appropriate policy decisions
to transform from artificial chemical dependent agriculture towards natural organic-
Then, the natural forest ecosystem has the greatest reserve of natural healthy air, water and diverse food items. The Mother Nature and her system and entities need utmost sacred conservation and sustainable extraction of the healthy and priceless gifts.
Economy driven by rampant and uncontrolled industrialisation to earn higher and higher Gross Domestic Product, Economic Growth Rate, National Income, Employments, Gold & Precious Ornamental Reserve, Cash Reserve, etc by governments and individuals all around the world carries no meaning and becomes self defeating when pursuit for such goals compel, inflict and kill the humanity by forced consumption of the dangerous poisons; the artificial chemically polluted and contaminated air, water and food items. The current path of economic and industrial development needs a deep rethinking and corrective transformation and reorganization for health and well being of the mankind.
The topmost fundamental goal of an individual, family, national governments, international organizations, the humanity as whole invariably remains common; to live healthy and live long in this single life.
A collective and comprehensive global approach to earn and distribute natural healthy air, water and food items shall infallibly and invariably enable the humanity to live healthy, long and joyous in this world.
